Yes, those tags. Also spotlight comments. Many programs (e.g., Pages,
EagleFiler) that organize and manage publications and information make
use of them.

I find it highly unlikely that Pages is using OpenMeta tags, since Apple told the author of EagleFiler that the OpenMeta hack was not supported, and developers could not rely on the technique that they're using. Pages may use Spotlight comments (aka Finder comments), as Apple uses them for download URLs.

There are some good examples on the wiki and included with BibDesk
that you can probably modify.  If you can get the tags via a shell
command such as xattr, `do shell script` might work.

BibDesk.

Correct. It's much better, since not everyone uses OpenMeta or wants keywords filled in from files. The great thing about using a script hook is that it would appear to be a native solution, though.
