It's the Topeak Explorer. My LBS sells the snot out of them. It's
extremely well made for a mass market rack with oversize tubing and a
mount for a tail light. Street price is $35 online. When I first saw
one mounted up last weekend on a Dew Plus, it pretty much knocked all
my main criticisms of disc brakes on citi bikes away as it's a cheap,
no BS solution, unlike the Axiom horror that dominated the market for
waaay too long.
