The Fenix L2DCE is a very popular light for use on bicycles too. While

The inner tube method has already been mentioned and I can second the
method.

Another method is simply two interlocking hose clamps. Loop one over
the flashlight body and the second through the first and over the
handlebars.

Something I should include, I always use a LED light mounted to my
helmet to suppliment my handlebar mounted lights. My favorite is the
Princeton Tec "EOS-bike" .
