I was unable to open the link provided, but after some google-fu, I
came up with the following link:

Assuming this is the same paper, I can see where the frustration with
gstreamer comes from. I definitely think it is an anti-pattern for
libraries to set the locale without the calling application requesting
them to do so.

As for the problem of composability (of which the gstreamer case is but
one example), I have run into similar problems and have found type
systems (at least current ones) of only minor help in guaranteeing the
composability of software components. Do you have concrete ideas on how
we may better support safe software composition?
