Produce a single bigtop tarball that's an integration of the tarballs of the
entire stack (aka Parcel). By "unified" I mean the tarball would not just
contain the other tarballs but integrate their layouts eg one top-level bin,
sbin, conf, etc directory that contains sub-directories per project, make the
scripts resolve the classpaths appropriately, etc. There's good related
discussion in HADOOP-6894. The tarball would ship with a default configuration
and be runnable out of the box, no install step necessary.
