Currently hive-server and hive-metastore both create the hive user. We should
probably move it to the hive package to follow the suit of all other packages
that we've got. The only reason not to do that would be to treat hive as more
of a client-side package (IOW, we don't want it to create the user by default,
since we expect people to use it just as Pig or Mahout without ever running it
as a service).
