I made one more change to the patch file to include an update to the rules
file in oozie. With clean start, "make deb" seems fine now.

I am not clear about your reference to the review board. I don't have
access to that system.
The OOZIE-810 has its own patch attached to the ticket already.
When I do my testing, I checked against
https://svn.apache.org/repos/asf/incubator/oozie/tags/release-3.1.3
