Since I submitted the patch for BIGTOP-414, the behavior of hadoop fs -put has
changed in hadoop 0.23 aka hadoop 2; it no longer creates the directory (and
its parents as necessary) if it does not already exist.
I am submitting a patch for the failures in TestCLI that are due to this change
in behavior.
