Most new features do not have to be configured on, users can configure schema
or change their API use accordingly, or there are new utility programs. The
exception, rightly so, is key prefix compression (HBASE-4218) but I wouldn't
recommend it on by default. In our environment I've just dropped 0.94 in place
of 0.92 without changing anything. This does not preclude that, down the road,
it may become advisable to change something.
