I've added a basic hdfs fsck test to the Hadoop tests. This will be a helpful
sanity test to catch when/if fsck ever breaks in different HDFS configurations
(HA, federation, vanilla, etc.)
I've also moved the logError() helper from TestHadoopSmoke into
bigtop-test-framework so that all tests can use this.
