the config() function in StateVerifierHBase and StateVerifierHDFS is used to
edit hbase-site.xml and hdfs-site.xml in hard code way, which is now taken care
by the new function configService, which copy <config> block from
package_data.xml to corresponding config file. deleted them in new patch
