Sorry, I was not able to chime in before the patch got checked in.
But $HADOOP_HOME/conf should be avoided as much as possible. It is only there
so broken scripts can still find the configuration files. So we should not
introduce more dependencies to it.
Ideally we would want to get rid of $HADOOP_HOME/conf.
Since this ticket was already checked in, I opened BIGTOP-677.
