You might want to call the Dane County Humane Society, and ask to speak to Humane 
Officer Cheri Carr (that is part of her "beat"). I dunno what she could do, but she 
could probably advise you as to the legal situation. This dog obviously left her/his 
property, which is a violation of state law on the owner's part. Since s/he destroyed 
your sock, this is at least property damage, and since your clothes may be considered 
part of your person, it may be assault. That the police failed to enforce the law in 
this matter as it relates to animal control is a significant issue. The public is, of 
course, at risk, but the dog, by leaving the owner's property, is also at risk. H.O. 
Carr _might_ be able to give you a notion of what to do about the Fitchburg Police's 
non-enforcement.

But be prepared for her to tell you "yeah, this happens all the time and there's 
nothing we can do about it." That's entirely possible, and if so, she'd be telling you 
the honest truth. If you think dealing with local law enforcement on bicycle / motor 
vehicle traffic issues is "challenging", it can be (depending on the municipality) 
just as "challenging" dealing with them on animal cases. Oh goody, this one's both!

I recently had the unpleasant experience of being chased down by two farm
dogs on Whalen Road while coming back from a long ride. One of the dogs was
actually able to tear one of my socks off while I was trying to ride away
from them. After the ride I returned and approached the dog owner (6659
Whalen Road I believe). He cursed me out, the Police were less than helpful.
