Since ATV use effectively excludes all other uses, this policy has the potential to create problems for cyclists that commute on those trails when there is no snow.

PETTIS, SHIBILSKI WORK TO OPEN RECREATIONAL TRAILS TO ATV+IBk-S
Madison+ICY. This week, State Representative Mark Pettis (R-Hertel) met with
Secretary Kevin Shibilski from the Department of Tourism to discuss the
pressing issue of reduced winter tourism due to lack of snow. So far, it has
been a disappointing winter for not only snowmobilers and other winter sport
enthusiasts, but also for the businesses dependent on their tourism. Pettis
and Shibilski are considering an alternative option -opening recreational
trails for limited ATV use when trails permit.
+IBw-Local businesses have been hit hard with less winter tourism going on in
Wisconsin,+IB0 said Pettis. +IBw-By allowing ATV+IBk-s on state snowmobile trails,
the trails will be able to be used while filling the void from slow winter
tourism.+IB0
Typically, ATV+IBk-s are not allowed on state trails without snow cover. Pettis
and Shibilski are considering running a test program in Burnett County,
allowing ATV+IBk-s to recreate on certain trails. Some trails in northern
Wisconsin have already been opened to ATV+IBk-s.
+IBw-Policing and maintaining trails used by ATV+IBk-s are a concern, and a
multi-use trail requires the cooperation of everyone,+IB0 said Pettis. +IBw-We
need a pilot program where ATV+IBk-s are allowed to run on state trails during
certain months, with or without snow.+IB0
