We're these cyclists just riding along? Were the,
perchance, off thier bikes near the tree line when the
attacks occurred? How close is the tree line to the
road in this area?

Raptors are extremely aggressive when it comes to
defending thier nests. The do not care for and are
seldom frightened by other animals and humans. Though
the level of iminent threat to the hawk's nest
presented by cyclists traveling down the road would
seem almost non-existant, it is extremely likely that
the attacks were, in fact, in defense of a nest.

The color of the helmets are unlikely to be the sole
reasons for the attacks. It is possbile that if the
helmets were red, yellow, orange or any combination
thereof that the hawk may have been further agitated
by association to other birds -it's just not very
likely. 

It takes around 45 days for the young to fledge
afterwhich the hawk should become less agitated less
easily. Folks my seriously want to consider avoiding
that strech of raod for 30-45 days. If people insist
on riding through there anyway I would urge non-helmet
wearers to strap one on -glasses wouldn't be a bad
idea either.
