This nothing wrong with refusing to support businesses that use their bike racks for snow storage; but in my experience, boycotts don't have much practical effect unless they are well-organized and widely supported; and that takes a lot of energy.
But perhaps we can try positive reinforcement. If a business keeps the snow cleared from its racks, let the manager know you appreciate their effort, and post the name and location of the business on bikies.
