Why is the the Town decision "non-binding"?  I understood that this portion of 
West Old Sauk Road is a Town project.

Dear Dane County Bicycling Supporter:

Matt Geiger of the Middleton Times-Tribune will be accepting letters to
the editor regarding the town of Middleton's non-binding decision to NOT
include in bike lanes in the reconstruction of Old Sauk Road.  Please
consider writing a letter in support of bike lanes. 

Some talking points to include:

-Old Sauk Road is a designated Urban Escape Route, indicating that the
route already contains a large amount of bike traffic
-Bike lanes improve traffic flow for motorists
-Paved shoulders increase safety for motorists
-Paved shoulders have a lower total maintenance cost than non-paved
shoulders
-Wisconsin was recently ranked the second most bicycle friendly state in
the country.  Adding bike lanes to Old Sauk Road is a step toward
getting the state ranked #1
