Those reflective strips are very effective.  Some of the walkers on  
the SW trail have sewn them onto their backpacks or jackets, and they  
are highly visible even with a modest bike headlight.  I sewed  
several of them on the bottom of a pack such that they face backwards  
when the pack is strapped on the bike.  Another pack I sometimes wear  
on my back when biking also has some of those in the appropriate  
places.  I still use lights, but this stuff is cheap insurance.
