I haven't completely solved the problem, but here's the best I can do:
Motorcycle goggles (over glasses) with extra ventilation holes in lens and sides.
Face mask over nose and mouth, with the perforations cut out over the mouth for easier breathing. It is crucial that the face mask fit tightly below the goggles, so that when I exhale air can't leak up into the goggles.
I still had to take the goggles off a couple times this morning at -6 F, probably because I didn't get the face mask sealed completely.
