While driver education sounds like a great idea in theory, in practice
80% of the average person's reaction to a situation is based on past
emotional experiences associated with the situation.  The best proof of
this is the result of the Tracy Sorum Trial.  The jurors had the cold
hard facts in front of them, but it was their sympathy for the driver
that delivered the outcome of a hung jury.  If more of the jurors had
experienced being run off the road by a careless driver perhaps the
outcome would have been different.

The bottom line here is that the most effective way to get more drivers
to respect the rights of bicyclists is to create an environment where
more drivers _are_ bicyclists.  And that means we need to argue our
elected officials into adding value to the bicycling experience at a
greater rate than for the motoring experience.
