On the topic of the effectiveness of enforcement: Back when I was on the PBMVC, I recall we got a quarterly report from the Madison Police Department's Traffic Enforcement and Safety Team. Every time they showed up I asked them how their efforts had impacted or would impact long-term behavior. Guess how many times I got feedback that suggested that enforcement had made a difference? ZERO. Several times, the MPD flat out told the committee that they had little faith that enforcement would have much impact.
