I checked with City Engineering and received the following reply
This is a project by our storm sewer group to repair the ditch between
the path and Glenway golf course, install some pipe and structures, and
a gravel access road to service the structures.

I asked Dar about this... I've noticed a lot of tree cutting and
road/path grading, storm sewers, etc about 3-400 yards north of Glenway.
A gravel road bed seems to run parallel and then meet the trail. I
haven't gotten a chance to holler at the workers to ask them what it's
all about. 

Anybody know what this project is all about?
