As I read it, the mileage didn't replace the gas tax. Instead, "both tax systems coexist, charging out-of-state, and older vehicles by the gallon..." (p.6).

This makes more sense to me than replacing the gas tax, as a mileage tax alone would not be an incentive to use smaller higher-mpg cars.
