Well, FWIW, there's a beautiful ~16 mile ride one can do in Everglades National Park on the Shark Valley Loop Road, where only bicycles and shuttle buses are allowed. Bike rentals are available at the start. My sister lives in Miami and they ride to places close by - there are some bike paths and quiet streets, but obviously you have to know your way around - but yes, generally, cars rule there - many SUVs. There's also a driving culture there that adds a couple of seconds beyond when a traffic light turns red in which it's permissible to enter an intersection.
My niece was almost run over once when crossing the street in front of an SUV because the driver (who'd been waiting while other kids were crossing) couldn't see her over the massive front of the vehicle.
