My point was that motorists would think more kindly toward bicycle

of the license office as stated in current law--but a license which in some
part paid for the infrastructure off limits to motorists.

vehicles if motorists' licenses and user fees actually paid for all of it,
rather than merely 56% of it.
 
Also, the majority of state trails require a trail pass which DOES provide
revenue for the maintenance of that infrastructure. Madison is exceptional in
that regard.

segregated account of the state Conservation Fund. Along with state tax
dollars, the trail fee revenues are used for maintaining and operating state
trails, parks and recreation areas."
 
Gee, that sounds a lot like the way roads are paid for - user fees fund part,
and property taxes fund the rest.
 
Now I have to go do something besides feeding trolls.
