Relatively few Dutch (or Danish) cyclists wear helmets, possibly because the Dutch (and the Danes) know that the best way to make cyclists safer (in aggregate) is for there to be more cyclists on the roads.
Sure, I think every individual cyclist should wear a helmet because that's the best way to mitigate the consequences of a crash. But the helmet does nothing to prevent the crash in the first place, whereas significantly increasing the numbers of cyclists on the road clearly does help prevent crashes.
