Rick's is an excellent question which I will look into, because, as I told Aaron off-list, from the pictures he emailed me, I don't see how the damage could have been done by a motor vehicle that inadvertently caught the seat of Aaron's bike without causing a lot more damage to other things that appear unscathed.
And state vehicles parking on a sidewalk next to a bike rack doesn't make the bike rack poorly placed; it makes the state vehicle operator's chosen place to park the vehicle a poor (and unfortunately all too common) one. THAT is an area where I have made little progress in my tenure so far, I am disappointed to say.
