The culture of theft is, alas, way bigger than our little list. Well, the 
culture of 
wronging others, generally; my line of work (IT) has had to commit an 
ever-increasing 
portion of its resources to security.

But a concept like the one shown in the video could be employed in a "lock-up" 
society 
like ours, with guide lines around parking racks to show people which side of 
the rack to 
use, etc. It would be complete if you could include a device that would swallow 
up any 
moped that is illegally parked at a bike parking rack...

That video would've been more illustrative if it included a "before" shot, from 
the 
previous day around the same time, to show how/where people parked without the 
lines.
