This would make sense if the laws for cars were enforced. Too many run red 
lights and stop signs with no consequences. People get killed when they do 
that, while for bikes, they are the ones risking their own lives.
It would also make sense if Madison - or even the state of Wisconsin - had a 
law like the Idaho Stop Law, making it legal for bicyclists to come to rolling

The City istalled our first traffic signal with bicycle symbols, istead of red 
balls or arrows, on 
E Mifflin at Blair.  How these work is not covered by current state statutes, 
so we need a city ordinance to spell out how these work.

Textbook case of a "solution" in search of a problem. Note that not ONE actual 
location
of a need for such a control was mentioned. Nor was there a mention of a
 citizen or
citizen group initiating it. Not even a hint at what _kind_ of location would 
call for
such a thing.
