The average number of fatalities over the five-year span of 2004 to 2008 was 
11. I didn't word that very well in the story.

I have attached the spread sheet with the fatality statistics. 

Note: The DOT counts cyclists killed in collisions with motor vehicles. A 
recent case in which a cyclist in Appleton fell into the road and was run over 
by a car is counted as a pedestrian fatality.
