I just came off a bike tour (SAGBRAW) upon which I rode over miles and miles of chip sealed roads.
I did not have a flat.
I would recommend she revisit the tires she is choosing.
Some racing tires (700x23 etc) which are folding tires will pop quite easily on thorns or any shard. If she is riding 700s or light tires, I'd recommend Conti Gator Skins. I ride them as commuters and put thousands of miles on with few if any flats
