I am personally not terribly bothered by scooters parked on the sidewalks, if 
they're not blocking bike racks.

HowEVer...

Any scooter driver that uses the designated bike lane as a passing or an "oh 
there's just too much traffic in the main street" lane in my presence will be 
subjected to IMMEDIATE re-education, using a range of techniques I learned 
everywhere from speech class to pickup hockey games.

Incoming UW students, you have been warned.

Subject: [Bikies] Moped Parking & Other Legislative Tweaks

Hello All.

Just a quick update: the Bike Fed is working on legislation that will tweak 
some existing laws to be more bicycle friendly:
Allow signaling turns with either hand (currently can use left hand only)

Define handcycles as the same as bicycles (they currently are not considered 
bikes)
Legal use of a rear light instead of a reflector (currently you have to have a 
reflector even if you have a light)
Legal use of studded tires in the winter (not currently legal)Allowing 
municipalities to regulate moped parking at bike racks (see below)

Robbie already mentioned that state law currently allows mopeds to park at bike 
racks - municipalities cannot change this. The UW gets around it because it is 
considered private property. We are looking to give municipalities the power to 
limit mopeds parking at bike racks, and to allow mopeds to legally park in 
motorcycle or other standard parking spaces. We have heard that this is really 
only an issue in Madison and perhaps one or two other college towns, so 
municipalities will be able to maintain the status quo if they are not having 
issues.


Hopefully these changes will be introduced and passed sometime this fall.
