Good point.  Then maybe the "tweak" ought to be to define the required
reflectors as including lights that meet the required reflector
specifications (when turned off).  In other words, if your light is a
reflector in addition to being a light, it ought to qualify.

I doubt that many of us would disagree that people should use rear lights
as a more effective way to be visible at night, and the article makes a
good case for using lights rather than RELYING ON reflectors alone.  But
that's not the same thing as saying that you SHOULDN'T have reflectors at
all.
