The UW has had a bicycle repair area for a few years, however the new one
in HC White ramp is in a much better location, more visible, and much
nicer. The previous one was a little shelter out at Lot 60, that huge slab
of asphalt near the Hospitals and next to the Lakeshore Path. Certainly not
visible to passers by, which is why I always forgot it existed.

Although I don't know all the details, I believe that the plan is to be
able to host classes as well as allow students (or other UW-affiliated
folks) to do repairs. I'm certainly looking forward to having the new place
available.
