What would make the most sense to me (not an engineer, not a circuit designer) is to have a flashing light that can still change when a cyclist or pedestrian activates it by pushing a button. I know that the current lights are not designed to do this but if after activating the button a flashing yellow could change to solid yellow and then red, then autos would get a clear signal and peds and bikes would get a fair shake at crossing safely at the intersections that go to flashing.
