=v= There are many varieties of motorized gadget, and various
state legislatures have organized them according to such things
as size, speed, pedal-assist, electric or nonelectric, etc.

=v= The problem is that manufacturers are always lobbying to
get their own gadgets anywhere and everywhere they can.  This
is sometimes spun as "reform" or "simplification" of the state
law trying to handle so many gadgets.  Segway lobbied to have
its gadget defined as an "empowered" pedestrian, with access to
anywhere pedestrians go.  Lobbyists for electric motor-driven
gadgets are trying to have them redefined as "bicycles" for
much the same reason.
