Construction zones are bad juju in general, but it's especially tough because the VSH - and topography - does not give people many other options when the principal one is screwed up. The Village is specifically constructed to provide few through routes so (car) commuters don't use it as a cut-through. Well, congestion on a regular basis and total chaos when the main road is dug up is the result when you abandon the grid system.
