Especially not fair because that is the Village of Shorewood

not City of Madison. Although I know Arthur and others at the City have
given professional and off-the-record advice to surrounding municipalities
and the County, but they have no official oversight of other jurisdictions.

He's a pretty good guy, who has been trying hard to make things better for
pedestrians and bicyclists.

Construction zones are bad juju in general, but it's especially tough
because the VSH - and topography - does not give people many other options
when the principal one is screwed up. The Village is specifically
constructed to provide few through routes so (car) commuters don't use it
as a cut-through. Well, congestion on a regular basis and total chaos when
the main road is dug up is the result when you abandon the grid system.
