Hard to say at this time, but sounds like the bicyclist was not paying
attention in this case. Lathrop and Regent is a T intersection, and the
Madison.com article say she was "riding against traffic," which I assume
means she was headed west on the south side of the street. Maybe coming off
the SW Path and trying to go north on Lathrop?

I know people in my area, or people attending meetings on the University
Ave Corridor Transportation Study have complained that they don't feel
there is a good way to move north-south through the neighborhood via bike.
As someone comfortable riding with traffic, I've never found it to be a
problem, but then again, I'm not trying to do it at peak hour.

One of the first things I discovered when I moved into my house is that
there is a BIG hill between me and Monroe St (the SW Path hadn't been
built.) There aren't many ways to move N-S because of the RR ROW (now the
path) and the cemeteries. The few streets that do go through tend to get
pretty crowded, and only Allen isn't a significant grade on a commuter
bike. I'm guessing the bicyclist was trying to take one of the quieter
streets to get to University Ave or campus.
