Jim, The lanes around the capitol square are not bike lanes, they are shared lanes. Hence the shared lane markings and also text pavement markings that say "bike bus only" and overhead signs that say "bike bus right turns only" (or something to that effect). http://mutcd.fhwa.dot.gov/htm/2009/part9/part9c.htm#figure9C09
MUTCD guidance says that Shared lane markings should not be used on streets with a posted speed limit above 35mph. I can't think of any streets in the downtown with a posted speed limit higher than 25 mph. Shared Lane Markings (sharrows, a chevron and a bicycle stencil) are NOT supposed to be used for bike lanes, they're supposed to be used in lower-speed travel lanes.
