Driving on bike (actually, "multi-use") paths is restricted to emergency responders and authorized maintenance vehicles (otherwise the paths couldn't be plowed), and perhaps on rare occasions, non-maintenance vehicles that have specific authorization to use paths to access permitted parking (vendors with city permits for home Badger football games around the stadium come to mind - both in truth I don't actually know whether there are vendors using the path to get to where they are permitted (and whether they have permission to do that) or not).
We are having similar problems on campus. Yesterday I saw an SUV loading in the 300 block of East Campus Mall, which was especially irksome since there is an underground parking garage under U Square, and it's just as easy to take the elevator to the basement as it is to ground level). Monica, you should definitely report what you saw to the city's report a problem website: http://www.cityofmadison.com/reportaproblem/ For future reference, the city maintains the SW Path (and most other paths in the city). The UW maintains East Campus Mall, the Howard Temin Lakeshore Path, and the Campus Drive Path, so problems with those paths can be reported to me (or the campus transportation planner). Including something I was surprised to see: a number of cars parked on the grass where the RR tracks used to be. To get there, drivers would've had to go on the path.
