I agree. Instead of ambiguous suggestions, there should be well defined rules.

Like, if it was up to me, there would be a law that specified a minimum distance when passing bikes. Say, three feet.

What's that? we already *have* such a law? Obviously lots of drivers seem to be ignoring it. Maybe the problem is education.

Come again? you say that law is already spelled out in the driver's manual?

I see. The only logical conclusion is that its not enforced. How do we change that?
