This is my daily commute route, though I ride during daylight hours so I
haven't noticed the lights this year.  In the last few years, I can honestly
say though that I never have seen them all on.

As for the condition of the Whitney to Allen section, it is quite poor in many
areas.  I prodded my alderman (Clear) about the patch just east of Whitney that
they hadn't repaved since last October and they finally got to it, but it was
obviously a rush job and it is a very jolting experience to ride over.  I've
noticed the cut asphalt marks particularly between Whitney and Spring Harbor.
An blog post from Alder Clear that the City was unhappy with various sections
of asphalt on the road/bike paths and was working with the contractor to repair
them, but there really was no incentive for the contractor to get the job done
quickly.  It seems they have done much of the road repair work but have yet to
start on the path.  Perhaps Alder Clear could respond with any updates he might
be aware of.

Here is the blog post from 8/21:

Hi Folks,
It's just before 10pm, and I've just come home after spending about an
hour at University Avenue and Spring Harbor Drive with the DOT inspector for
the University Avenue (2012) project. If you live, work or travel
this corridor, you've seen the repaving and repair work that's been
going on there since Monday.
It turns out that what was originally supposed to be some relatively
minor repairs to some of the pavement that is failing has turned into a
Big Deal. Work that was supposed to be limited to 9am - 3pm now looks
like it could go several more hours this evening. Unless it rains
tonight, in which case some of it may need to be redone next week.
Either way, there will probably be more work over the next several days
to fix areas of curb and bike path that need repair, remarking the
lanes, etc. That work should be within the 9-3 hours and not cause
significant lane closures. Small sections of the bike path may be closed from
time to time as repairs are made.
I'm frustrated with this, and the inspector is too. The contractor
didn't do a good job in the first place, and now they're having to fix
it, which is good because it won't cost us anything, but the challenge
for the inspector is that without a financial motive, it is difficult to get
the contractor to follow his instructions. For example, they are
not supposed to be closing lanes during peak hours, but that's exactly
what happened today.
I'm doubly frustrated that nobody told me or the neighborhood association that
this work was going to take place this week.
I apologize for the inconvenience this is causing. It will be done soon, and
the rest of the work should not be as intrusive as it was today. Thank you for
your patience.
Ald. Mark Clear

Subject: [Bikies] Univ Ave Bike Path

I have a few comments to make about the Univ Ave Bike Path.

First. I've noticed that the solar lights along the path near Forest Products
and the VA are at a 30% INOP status, and have been that way for quite a while
now. Nothing seems to be in place to maintain them. When will the INOP lights
be repaired?

Second. The shrubs along the path near the VA have grown to a height that they
now obscure the few remaining lights that work. In addition, the shrubs now
take over (in spots) 1/3 of the path. Again, why is there nothing in place to
maintain the path?

Third. The path collapse due to shoddy construction from Whitney Way all the
way along the new path section to Allen BLVD. I brought this up with the City
last winter when a huge sink hole developed. There was a patch job done fairly
quickly (thanks
to those who did this), but I've noticed within the last two weeks contractors
out repairing the road sections and making motions as if they were going to
repair the path, too. They marked and cut apart the bike path as if they were
about to repair the path, then disappeared. Now the path is covered with cut
marks from a saw. The collapsed sections are still collapsed. The patches to
the path they made are crappy. The cuts from the saw are sitting there waiting
for the winter ice to break them apart. The contractors who did it improperly
in the first place are no where to be seen! What is the city doing about this?

David
