Sounds like a great idea! Unfortunately that's not actually the point he's trying to make.

Instead he thinks we should tax bikes to pay for bike infrastructure, even though, as Robbie points out, we already do pay for bike infrastructure.

I guess the really stupid part is the implication that this 'bike tax' would somehow relax the car/bike tension on the road. I'm not buying it.
