Arthur can contradict me, but I think Saris has quite a few racks that:
1. Fit 6-8 bikes with fenders
2. Meet city code
3. Are not custom.

Now, it is possible that it might take a few weeks for delivery. Maybe you
can't just walk into the office on Verona Rd with a truck and load them up
that day. But there are a several models that fit 6-8 bikes. Also, there
are some that fit two bikes, and you just buy what you need. (3-4 racks of
the 2-bike models.)

The City Rack at the link above would be my choice, but it might be a bit
pricier than the others. On the other hand, "expensive" in bike rack terms
tends to mean "about 1/20 - 1/10 the price (or less) of a car parking
spot." I think the Bike Corral, Stadium, Post-and-Ring, or Bike Dock would
all work. Check to see how far apart/wide the spaces are on the Stadium to
be sure they will fit the number of bikes they claim.

Madrax also has a number of decent racks, including the duckbill used on
campus (which doesn't seem to be on their website) and the Spartan used in
on many city streets. They also make some crappy racks, but so do all
manufacturers.

I don't have the dimensions and all, but for Madrax, I'd think the
Advocate, Square-U, U, Phoenix, Spartan, Keyrak, Oasis, Orion, or
Post-and-Ring would work.

Most of these require anchoring to the ground or sinking them in cement,
but I'm pretty sure they have kits for that.

Whatever you do, do NOT get a Wave (Saris) or Winder, Capital Square (!),
or Challenger (Madrax) Those things suck and won't hold your bike up unless
you put the bike parallel to the rack, in which case you are taking up 4-6
spots with one bike. That is why the spiral rack isn't good. Unfortunately,
those racks are very popular among property managers.
