It might be mountain biking more than transportation biking. Anyone who's
been to Ft Collins knows it is right up against the Front Range, as in, the
stadium for CSU is the last flat piece of land before you start the ascent
on the hillside. You can literally get on a bike in downtown and bike up
into the mountains on trails. There is A LOT of mountain biking within the
city of Fort Collins.

I'd bet you'd see an ambulance at Devil's Head once a day to pick up
skiers, so this might be like that.

Also, the article in the Coloradan is unclear if the 2-4 people per day are
in the city of Ft Collins or throughout the territory that the ambulances
cover. They do say not all the people with bikes being transported received
biking injuries. Some were run-of-the-mill medical problems, but the person
was on a bike at the time. The article does say that the ambulances are
used to transport people throughout Lamier and Weld Counties.
This is an outline of Lamier County. It's pretty big, with much of it in
the high mountains:
