Another point to consider is that maximizing revenues out of these assets isn't free. For instance, I think anybody that uses the trail system will admit that the pass-checking is pretty minimal. I've only shown my pass once since the Cap City Trail was opened (on a beautiful Saturday afternoon, as I recall). I buy my annual pass as more or less a donation. However, to maximize trail pass sales, they'll have to put people out to sell the passes, patrol the trails, maybe a few cops to chase down miscreants who try to dodge the checkpoints... BTW, does Walker know that a lot of trail passes are sold by merchants who make no profit on them? I know of places in Verona and Paoli at least. There's more than one economic model, Gov.
