I agree with Mike. Try and understand what their beliefs/desires are and
look for some common ground. I also don't have a good sense of the voting
community out there, but if the trail is popular for recreation you might
be able to get movement thinking about it in those terms as much as in
transportation terms.

The only other thing that comes to mind is in terms of tourism/economic
development. Green County invested in some really nice billboards around
Madison that invited cyclists to come enjoy their roads. The roads in Iowa
County are equally incredible and cyclotourism holds a lot of promise for
rural Wisconsin.
