There are a lot of different conversations to have around this, but as a
starting point I would assert that relying on a shared lane (with sharrows
or super sharrows or no sharrows at all) to accommodate cyclists on a
4-lane boulevard and posted speed of 30 mph is inappropriate.

Translation: We (city staff, political leaders, residents) couldn't bring
ourselves to remove parking or MV throughput in order to safely and
comfortably accommodate people riding on bikes.
