So, just to clarify. The report that has caused so much excitement because 
people think Caltrans has embraced or recognized the futility of induced 
traffic was simply posted on the Caltrans website. It's not a Caltrans or the 
State or California policy document. 
Bravo to Caltrans for putting it up, but I wouldn't be popping champagne corks 
quite yet. 
However, California has done some fairly revolutionary things, such as ditching 
[roadway] Level of Service as a determinant as to whether to approve a new 
development. Instead they are using vehicle miles traveled -- i.e. whether the 
development will make more people drive. This rewards transit-, walking-, and 
biking-friendly developments and negatively impacts car-based sprawl 
development.
