successful response with no NSs

Hi all! I'm detecting a strange behaviour in Portuguese server (at least is
my opinion). I'm sending a query A to an authoritative nameserver and this
server is responding with the answer to that record but it is not inserting
the NS list in the authoritive section. Can this be possible? Please see the
capture in annex (package 8). This response can be interpreted as an NODATA
response. :S
Can you clear me out.
